In the Buddhist sense of karma, it's like planting seeds. Your actions are seeds: good actions are good seeds, bad actions are bad seeds. Sometimes the seeds don't grow. I am guessing here, but Cull was potentially promoted,so they could monitor how he does, as they knew Bruce was going to be gone by at least the end of the season.

On what planet does that make any sense though? Abby was terrible last season, player development was seriously questioned under Cull and yet we have a lame duck head coach in the NHL so let's promote you to possibly take over if he fails....it sounds so dumb but with this ownership and management it probably made sense.
