Elliotte mentions Canucks were trying to get Horvat signed in the high 6s/low 7s in the summer. It's out of that stratosphere now.

Mentions it's trending towards him not re-signing.

Maybe, but that's not saying much. He uses "I think..." and "you have to think..." a lot to cover the fact that he's just BSing.

We know the team is not being "dismantled", so why does he think it is?

Canucks assembled a huge management group, they've had a year to "access" the team. If they're not happy with the makeup of the team they should look at addressing it. Regardless of where they stand point wise.
